Does Iowa charge sales tax on a private-party car sale?

Yes. The buyer pays the fee for new registration ($10 plus 5% of the purchase price, less any qualifying trade-in) to the county treasurer when applying for the new registration and certificate of title; no registration receipt is issued until it is paid.

Does Iowa give a trade-in credit on car sales tax?

Yes. The value of your trade-in is deducted from the price before Iowa tax is calculated. Applies both to dealer sales (vehicle traded to a retailer for resale) and to private-party trades between non-retailers; the person on the new title must be the same person on the traded vehicle's title (spouse, lineal family and entity exceptions listed in the statute).

How much is annual car registration in Iowa?

$50+ a year for a passenger car, flat plus value or weight. Annual fee is 1% of the value fixed by the DOT plus 40 cents per 100 lb of vehicle weight (Iowa Code 321.109(1)(a)). Under 321.113 (https://www.legis.iowa.gov/docs/code/321.113.pdf) the value portion drops to 75% of the new rate once the vehicle is more than 7 model years old and to 50% once more than 9 model years old, with a $50 floor, and the fee is a flat $50 at 12 model years old or older. max is null because the value component is unbounded.
